Yes, untreated tap water is usually ';hard water'; meaning that it has dissolved ions that interfere with the action of soaps and detergents.
The difference is going to be very minimal. The ';contaminants'; in tap water will have about as much affect as a bb gun on a speeding train, which is to say that it exists, but so small that I doubt you would notice unless you were looking for it.





I guess as a side note I'm assuming your tap water is completely horrible. The answer to the question depends on how well your local water treatment plant does it's job.
